Hoover VHC 691B 80 Tumble Dryer Keeps Stopping & Not Heating

My Hoover VHC 691B tumble dryer stopped working, it was totally dead, with no functionality or lights working. Checking the circuit board I could see the chip had broken apart (I’m guessing it overheated and exploded because the water tray and fluff tray were both full), so I replaced the circuit board. However when I then tested it the tumble dryer stopped and beeped when I put it on a sensor programme and if I tried it on a timed programme it went straight to the spin cycle bypassing the heat part of the programme (the heat light didn’t light up and the spin one did). I ended up buying a new heater complete with new thermostats however the tumble dryer is still showing the same symptoms. What else could the fault be? I was thinking maybe the NTC sensor is broken however I’ve tested it with a multimeter and it’s showing an Ohms reading on the 200k and 2M setting but nothing on the lower Ohms settings. I can’t seem to locate any other thermostats in the tumble dryer apart from the two on the heater that were replaced with the heater. I also can’t locate a thermal cut out switch, to see if this needs resetting.
