Smeg SCP399X-8 blown element on the bottom

my cooker ​blew the electric last Sunday​ and for some unknown reason it now only heats up at the top and does not seem to reach temperature could you please explain what is wrong I'm what I need to change

Hi
When you cooker/oven ​blew the electric​ I take it that you mean the circuit board in the house, this normally blows because an element has shorted it now might come on but because the element is blown it is not creating the correct amount of heat in the oven after speaking to you on the phone I'm able to tell you it is the bottom of an element you need I have included some videos below to show you how to test elements and also replace the bottom element these videos might not be on your model or make but the process is still the same.
