I will try and help with this problem Bosch HBN13M560B/03 double oven
By the sound of it to you are setting it up correctly but do double check your manual. I suspect you may have a fault with a relay on the timer circuit board, relays turn on the power to the oven and they also turn off the power to the oven when on auto, you might not need to buy a whole new timer, it might be possible to change the relay on the circuit board. You can see a video I did on my tumble dryer relay which would be very similar to your oven timer at least it will make you able to check it. I've listed below a couple of common parts for this oven and also a video at the bottom to show you how relays work.

The Relays are Schrack part 0410 63 054 002 One interesting observation there are two relays does that mean one is for the top oven the other for the main? If so that’s interesting as the timer does not work on either oven they both stay on regardless of the timer setting. It is unlikely both relays are faulty isn’t it ?
